The wing headquarters, tactical and maintenance squadrons had minimum manning during this period and were basically "paper" units.

The wing headquarters includes several special staff functions, such as plans and inspections, financial management, and safety.

The chief of staff is responsible for the staff members located at wing headquarters, who are independent of the individual squadrons.

On 16 January, each wing headquarters will process the applications from that wing.

The wing headquarters disbanded in November 1945.

The wing headquarters remained at Yokota until 1 December 1950, when it joined the group.
