The Board decided that an individual record company was the basic unit of a "willing seller".

"We are purchasing land only from willing sellers," he said.

"We do not buy from voluntary or willing sellers," he said.

He isn't the only seller willing to take less.

But land converted to this use has come from willing sellers.

With expropriation, the government need no longer wait for willing sellers.

Additional land will be purchased from willing sellers as funds are available.
