Many victims have said they did not feel able to come forward until long after abuse took place.
The aim is to force the victims to say things the Government wants to hear.
Other victims said they didn't know a crime had been committed.
Some victims say they seek not money but the truth.
Victim and officer both say the single shot took them by surprise.
The victim said she was visiting friends in the area and decided to take a walk.
Now, in several states, it is a crime even if the victim says it's not.
"You will agree to anything the second they put that thing in your mouth," says one recent victim of the camera.
When they are, victims and independent human rights observers say, little is done.
One victim, who asked not to be named, said he was frightened for his life.
