A nine-month inspection has found safety violations and "what appear to be systemic deficiencies" in the management of the nation's commuter airlines, the Federal Aviation Administration said today.

The agency acted after finding systemic deficiencies in operations after the crash, keeping the carrier out of the air through Sept. 30.

"It appears that this inability is attributable to systemic deficiencies, including inadequate programs, procedures, training, staffing and coordination, rather than individual worker error or misjudgment."
