"We've become like two neighbors stepping into each other's kitchens, free to criticize what we think is wrong," said a senior Japanese negotiator.
But as senior negotiators threw themselves into a final round of meetings, the two sides apparently remained deadlocked on several key issues.
"There is an enormous change in the East," said a senior West German negotiator.
