Although the businesses on the ground floor are retained, landlords do not want to have the trouble involved in residential tenants.

A residential tenant's right to information about the landlord was extended.

"We now have a successful business downstairs and the ability to keep our residential tenants above," she said.

The proposed building was mixed use with offices, retail, hotel and residential tenants.

There were also concerns from community groups over displacement of residential and commercial tenants in the urban renewal area.

Use of recreational and parking facilities will be free for residential tenants.

The Arlington, she said, can no longer afford to rent to residential tenants.

The residential tenants now enjoy substantial, though not absolute, legal protections.

Since then, all but two residential tenants have relocated.

The city's hope is that both commercial and residential tenants will agree to relocation or some other form of compensation.
