Led by Ebert for the MSPD and Hugo Haase for the USPD it sought to act as a provisional cabinet of ministers.

He was briefly the Minister for Public Health for the presidency, in Kurma Venkata Reddy Naidu's interim provisional cabinet during 1 April-14 July 1937.

He was a member of the 1st Central Committee of the Communist Party of Vietnam and minister of defense in the 1945 provisional cabinet of the DRV.
