The amounts were modest, a few million dollars per state.
The number of representatives per state is proportionate to population.
"We pick the 16 most interesting plates per state," he said.
If the states are very tiny, there can be only one or two districts per state.
Most grant programs have a minimum amount per state, usually 0.5% or 0.75% of the total money given to states in the program.
"This 1.9 percent increase amounted to a little more than $1 million per state," it said.
Only ten to fifteen schools per state are invited to apply.
The Pro version ($300 per state or region) is even more amazing.
Constitutionally, the number of Senators per state is two, no matter the size population.
