But the pastor said there seemed to be little opposition to it.
"Homeless people are not wanted in our country," the pastor said.
Some pastors said they had just arrived and were in the process of setting them up.
Some pastors said they were not called in to discuss their schools' problems until the second week of March.
The pastor then says how much he himself loves China.
One week later, the pastor said, there were about 200 people in church, and, despite the lack of incentives, many new faces.
It has raised enough money to begin construction there, the pastor said.
"You are too young to understand," said the pastor gently.
"I would just sit and watch the people," said the pastor, who was immediately hooked.
"I have lost a wife, the mother of my children," the pastor said when approached by a reporter.
