With only one runway, it is already operating 40 percent over its capacity of 13 million passengers a year.
But Southwest said it operated 98 percent of its flights yesterday and nearly all were on time.
Today's report also showed that industry operated at 81.2 percent of capacity last month, down from 81.5 percent in May.
Its mobile sister company, Telcel, operates almost 80 percent of all the country's cellphones.
Since then the airline has been able to operate only 10 percent of its normal schedule of 1,000 daily flights.
"You can't operate 100 percent on local politics if you're part of a multinational organization," he said.

Also, industries were operating at 84.3 percent of capacity last month, a 0.6 percentage point jump from July and the highest rate since March.
If those routes were included, the airline said that it was continuing to operate 75 percent of its flights.
Delta said it expected to operate about 60 percent of its regularly scheduled flights.
