"We encourage China" to continue supplying the non-Communist factions, an Administration official said, adding, "The non-Communist resistance would be vulnerable if it were not armed."

Spokesmen for one of the non-Communist factions, the Khmer People's National Liberation Front, deny such cooperation.

Mr. Mitchell also suggested that steps be taken to "divorce" the non-Communist factions from the Khmer Rouge.

The United States will also urge other countries that support the non-Communist factions to provide more money.

The opposition also includes two non-Communist factions backed by the West.

In Washington, officials said that during this week's talks with the Prince's delegation, there had been discussion of increasing assistance to the non-Communist factions, currently set at $7.5 million.
