"I have a student at Hunter College who needed remediation and got it and is doing great now," she said.

"There are always going to be some students who need remediation," Dr. Reed said.

About one-third of the 30,000 pupils need remediation in basic skills.

Each school in the state now must provide teachers to work with those students who need remediation.

"I agree that one of the unfortunate byproducts of our public school system is that you need remediation," he said.

A function of the tests is to identify areas in which students need remediation.

"We knew that it needed remediation of some sort, but no one at the time ever dreamed that it would collapse."

This would reduce the number of students who need remediation to about 70,000, which is a more manageable number than 320,000.

Art and Design weighs only a student's artistic ability, thereby admitting students who need remediation.

In 2004, a structural evaluation determined that the 9,000 seat upper deck would need major remediation to meet modern building codes.
