The O.A.S. appointed a delegation of three foreign ministers to visit Panama to seek a "national accord" on a democratically elected government.

She described the new Cabinet as "a government of national accord", referring to a common Solidarity background as its foundation.

Moldova's parliament approved the new "government of national accord", said to include four portfolios for Dnestr representatives, between July 29 and Aug. 4.

"It does not suggest credibility on the other side, and it does not represent a national accord."

If it wants to achieve a national accord, it's logical that it must display an openness to reconciliation.

"What we need is to come up with a national accord to permit the country to be governed."

A principal mechanism of that control was a national wage-price accord that has been periodically renewed since 1987.

"Certainly, a transition as steep as this one is impossible without a national accord," Mr. Maslyukov said.

From the beginning, it has been difficult to publicly oppose this war, to express reservations or even to forgo the exuberant displays of national accord.

He said doors of dialogue must be left open to form a "national accord" that would be in Lebanon's "supreme interest".
