In their report yesterday, the monitors said that state police officials had written new rules and regulations to effect 83 of those changes.

Acceptance of the results, the monitors said, would be a start.

"We had seven fat years," said one state fiscal monitor.

The actions it has taken so far will close only about $300 million worth of that gap, the monitors said.

The bodies of three children in the car were brought back to Yugoslavia, monitors said.

"I'm not sure how far they've advanced since we left," said one monitor, a former European military officer.

"They are criminal acts of murder," said one international monitor working in the region.

Some other fiscal monitors said the city should become much more aggressive.

Fiscal monitors said the Mayor was right to not spend all of the $450 million.

"On paper our program is working well," a senior foreign military monitor said.
