A memorandum on the back of the letter says the writer died about a week after, in October 1754.

"This union will stop at nothing to try to get its hands on your money," the memorandum said.

"We must significantly increase production to reach our budget target," the memorandum said.

The memorandum says no program should be suspended while under review.

But the memorandum said the company did not report those cases to the agency until eight months later, on Oct. 21, 1997.

"We cannot ignore the conditions prevalent within our industry at the present time," the memorandum said.

The memorandum said the agreement would be subject to public comment and review.

The work was split into 40 contracts, the memorandum says.

The memorandum itself was unusual, former lawyers in the office said.

The memorandum said a preliminary investigation was likely to find that American fire caused the death.
