"Just because they've taken this action doesn't mean they don't owe us money," said Jay Collins, the local president.

The group is made up of local presidents and bargaining committee chairmen.

Miller was first elected to the union's safety committee and later became local president.

Members in locals elect their local president and executive which guide the affairs of the local.

"There was just no point in investing that kind of money to meet a declining need," the local president said.

"It shows the union has no way of holding local presidents accountable."

Joseph died shortly thereafter and Anthony became the new local president.

"We've got folks all over," said David Estrada, the local president.

Jose Feliciano, president of the Guild local, said those inside the building were told to leave.

That is about 200 more than J. B. Brown, the local president, had expected.
