An objection from any member of the interagency committee would have started, as required by law, an additional 45-day review.
Formally speaking, foreign policy in this administration is made through the usual interagency committees.
Officials on the interagency committee, however, identified a number of concerns involving the economy and stock exchanges that needed to be addressed.
The financing is for research, prevention projects and support for the interagency committee.
One official added that a high-level interagency committee would reconsider the vaccine issue later this year.
