But Tom Miller, Princeton's housing director, said that there are no plans to take either step.

"We don't know of anyone who's been totally homeless all winter," said Thomas Ruhle, the housing director.

"They're our customers and we try to take care of them," says Fred Kayne, associate housing director.

The legislation now before Congress would let public housing directors make just such arrangements.

A full-time housing director has found permanent apartments for 75 families so far.

The panel recommended that the state agencies involved in housing be revamped under a new housing director.
