In the Northeast, for example, the chief information officers in large financial-services companies often earn $300,000 a year.

It would be the first major financial-services company to take its headquarters out of the city, officials said.

The financial-services companies had 1990 revenue of $378 million last year.

The city has rejected changing its tax policy, saying any change would have to offer relief to all financial-services companies and banks as well.

"And those pressures will be aggravated as financial-services companies try to figure out ways to cut costs."
