The foundations are specifically designed to meet the needs of young people for whom mainstream education is no longer working.

Teachers are saying, 'Hey, building blocks and progressive education don't work.

This gave them a chance to renew their faith that public education is working.

"My conclusion is that education alone usually doesn't work," he said.

The education works not only in Russia, but abroad.

Participants agreed education based on fear simply would not work.

Some officials also say new education and training programs will work to reduce cases.

With special strength in the past ten years bilingual education has worked at most elementary schools.
