The dollar closed on Friday at 1.7000 and recently reached about 1.7150.
This week the dollar reached levels against the West German mark that have not been seen since 1986.
In April 1995, the dollar reached a low of 1.3675 marks.
"The dollar basically reached the same level as yesterday morning," he said.
But now, he said, the dollar has reached levels that do not seem so attractive to foreigners.
By comparison, the dollar reached a record low of 1.5615 marks on Jan. 4.
By late yesterday, the dollar was reaching its highs for the day.
The dollar reached a record low against the yen in the wake of the Treasury report.
Earlier, the dollar had reached a high of 136.55 yen.
Exchange rates have changed since the dollar reached its highs in 1985.
