"There's a lot of emotion attached to the instrumental music program," said a district spokeswoman, Susan Bastnagel.

"Many people are convinced there's a conspiracy to raise water rates by declaring a drought," said the district spokeswoman, Gayle Montgomery.

Currently, 12 or 13 schools use a commercial television news program called Channel One, said a district spokeswoman, Chris Case.

Ms. Mecks, the district spokeswoman, said attendance was about the same as last year.

Kathy Wright, a district spokeswoman, said federal privacy laws prevented her from commenting on the resignation.

In a phone interview, a district spokeswoman, Randi Sachs, said that no buses were set aside exclusively for students with special needs.

He said through the district spokeswoman, Jerilynne Fierstein, that he supported the board's action.

Last year, 567 of the district's 2,252 kindergartners were enrolled in full-day programs, said Joy Friedman, a district spokeswoman.

The final ratified agreement is worth $448 million more than the district's pre-strike offer, Eva Hain, a district spokeswoman, said.
