Ted Kozlowski, the county forester, said that the outcome is inevitable.

He worked as the county forester of Rogaland from 1914 to 1923, and at the research institution Vestlandets forstlige forsøksstasjon from 1923 to 1928.

"Ash is one of the best firewoods," said Ted Kozlowski, the county forester.

"There are colors all over, from the valley floor to the tops of the mountains," said Arlo Sterner, a county forester in Wolcott, 30 miles north of Vermont's capital.

"This place is her love, her passion," said Ted Kozlowski, Westchester's county forester, who has worked with Mrs. Suhr.

The actual tree work is done by park employees or contractors; the tree species, bench style and locations are determined with the help of the county forester.

The original purchases were guided by Paul Yost, who was appointed as the county forester.

For Mr. Buzzell, a county forester in the Northeast Kingdom, a resort area just south of the Canadian border, the job is no work at all.

The state used to have local chambers of commerce report on foliage, but switched to county foresters about a quarter of a century ago.
