The attorney general's charities bureau is continuing its civil investigation of the foundation.

A spokesman for Mr. Vacco, Marc Wurzel, said his office's charities bureau had helped negotiate a settlement but did not support litigation at this time.

"They were expected to play along," said Daniel L. Kurtz, a former assistant state attorney general in the charities bureau and now a lawyer representing nonprofits.

But greater access to information will also increase demand on the regulators, as Mr. Spitzer's charities bureau has discovered.
