Has that change continued to the point that Virginia is now ready to become the first state to elect a black governor?

Mr. Mitchell, who will seek to become the state's first black governor, defeated a white colleague.

He doesn't say, 'You can elect the first black governor.'

He already is the first black to be elected governor of any state.
