A rival bill to ban just reproductive cloning was also introduced.

The coalition said Congress should ban human reproductive cloning.

The first issue is whether to ban reproductive cloning - the attempt to fully duplicate a human.

We need to implement a worldwide convention which will ban human cloning within the next few months.
