Last week the City Council enacted broader powers for the police to arrest violators if a curfew is again imposed.

They arrest violators, assist in the prosecution of criminals, and serve as a source of assistance to persons in emergency situations.

The underlying theories for both developments held that it was better to arrest violators sooner rather than later, and that the risk of acting quickly was less than the risk of being too slow.

They were almost entirely focused on arresting drunks, prostitutes, disorderlies, and violators of Toronto's ultra-strict Sunday "blue law"

In Bergen County, N.J., for example, the murder rate dropped 44 percent in 1987, five years after a comprehensive state law took effect requiring the police to arrest violators of protective orders.

The Interior Department, long accused by environmentalists of laxity in enforcing the strip-mine control law, today proposed sending a 12-member Federal-state enforcement team into Appalachian coal fields with authority to arrest violators.

In a similar move, the Government told the police not to arrest violators of the laws segregating public areas from swimming pools to toilets, laws that have fallen into disuse in many cities and towns.

They have the authority to bear arms and the power to arrest violators while under the direct supervision of, or are in radio or telephone contact with a Florida Highway Patrol Trooper.

Finally, law officers were admonished to arrest violators of the above regulations "without exception as to person" and also, to arrest any persons caught bearing offensive arms under their costumes (Pérez I 1988:36).
