She added, "Each state should develop a system that can ensure adequate representation."

The old system was found to violate the law, in part, because it denied minority voters adequate representation.

In a town of 22,000, having two officials representing 275 people might seem to be more than adequate representation.

To do so, however, would be to ignore the awkward problem of adequate representation for minority interests.

"In Texas, they haven't been able to provide adequate legal representation."

Without adequate legal representation they go to prison and the guilty remain free.

Looking at the Convention, we again cannot but note that adequate representation can still not be taken for granted.

This includes the need for more adequate representation of the minority communities in these institutions.
