"Americans are rejecting compensation systems that unfairly penalize women and people of color," Eileen M. Stein, chairwoman of the Washington-based coalition of women's, labor and civil rights groups, said in a statement accompanying the report.

The average charitable giving by Americans is 1 or 2 percent of their income, according to the Independent Sector, a Washington-based coalition of foundations, corporations and nonprofit organizations.

"I don't want to sound like a broken record, but we obviously have a vast potential in conservation," said Scott Denman, a spokesman for the Safe Energy Communications Council, a Washington-based coalition of environmental and anti-nuclear groups.

And it has assumed the rotating leadership of a broad Washington-based coalition of industry moderates on climate, many of them multinational companies.

"This should be a real watershed, for the international humanitarian community and especially the U.N.," said Julia Taft, president of Interaction, a Washington-based coalition of 156 private relief and development organizations.

David Berenbaum, a senior vice president of the Washington-based coalition, said: "I firmly believe this will lead to other changes in practices and products.

The Council of the Great City Schools, a Washington-based coalition of the 53 largest school districts in the country, said that 22 of its members had such policies.

Joseph Cirincione, executive director of the Campaign for the Nonproliferation Treaty, a Washington-based coalition of independent arms-control groups, described Mr. Velayati's speech as more mainstream than expected.

He said Citigroup last month offered a $1 million grant to his group, a Washington-based coalition representing more than 600 local and regional organizations.

The study, conducted by Independent Sector, a Washington-based coalition of charities, foundations and corporations, found that people in Northeastern states gave only 1.5 percent of their annual income to charities in 1993.
