"I think the victims are symbols," Professor Fischer said, "not individuals this person personally knows and dislikes."

"Their decision to ease up on the budget and on credit will make it much more difficult to stabilize the ruble," Professor Fischer said.

Professor Fischer's secretary was injured 12 years ago by a bomb intended for him.

Professor Fischer theorized that the bomber chose his victims as impersonal symbols of still murky grievances.

"The evidence suggests that it is time to think about the direction of change in our economy," Professor Fischer writes.

"The U.S. no longer has the money to put into various international agencies and efforts that it use to have," Professor Fischer said.

They had a penchant for family feuds, a love of whisky and a warrior ethic that demanded vengeance, Professor Fischer said.

Along with the profusion of wires, independent phone companies were "prowling the city," Professor Fischer said.
