If families and businesses in Indiana understand that, there's no reason our President can't.

But the American people have overwhelmingly and consistently affirmed (recently in a national election) their belief that this President can and does lead well.

The President can also commute a sentence which, in effect, changes the punishment to time served.

Now he will have to answer that important question that candidates ignore but Presidents cannot: Yes, but how?

Can the new President, a bright and amiable man lacking his predecessor's power base, quash challenges to this delicate status quo?

Presidents can and have commanded the Federal treasury and the military for the benefit of disaster victims in ways unavailable to their political rivals.

It goes without saying that the President cannot and must not withdraw a letter that has been sent.

The President can and does rewrite lines and whole paragraphs of the speech to suit his tastes.

One of Bill Clinton's challenges is to make the nation see its urban misery with less resignation and more outrage, as only a President can.
