Kathleen deLaski, Pentagon spokeswoman, declined to comment on the selection process.

"The problem here largely was working in city streets," said Kathleen deLaski, a Pentagon spokeswoman.

"This budget is to address the needs for those pieces of equipment," Susan Hansen, a Pentagon spokeswoman, said.

"It has been made very clear that we expect to have control of him," said Victoria Clarke, the Pentagon spokeswoman.

"As part of our development process, we hope to coordinate with a variety of organizations, to include the law enforcement community," a Pentagon spokeswoman said.
