At the 1868 general election, Elliot was elected Member of Parliament for North Durham.

In 1880 Elliot lost his seat at North Durham but regained it in a by-election in 1881.

In 1830 the first part of his History of North Durham appeared; the second part, completing the volume, was not published until 1852.

His father had been MP for North Durham.

He lost his seat in North Durham in 1874 on the grounds that his agents were guilty of intimidation.
