On 7 July 1790, he took his seat in the National Constituent Assembly.

The fourth ballot would ask voters whether they wanted to hold a National Constituent Assembly to draft a new constitution.

In 1937 he was also a member of the National Constituent Assembly.

However, the government of the National Constituent Assembly continued to resist the radicals.

On 18 July, he became president of the National Constituent Assembly.

The National Constituent Assembly dissolved itself on 30 September 1791.

He stopped attending the National Constituent Assembly after its first session and was not re-elected in 1792.
