Ms. Winter, 24, who works as a paralegal, said she could not afford to miss any more work to appear in court.
Ms. Winters was young, with shiny black hair cut in a chin-length bob.
It provides a glimpse of what Ms. Winter and others would like to see happen all along the river.
Ms. Winters said the state needs to establish rules on moving rivers to different valleys.
Ms. Winter said the company had not conveyed how it intends to do that.
"In my mind this has never been an issue of race," said Ms. Winters.
Ms. Winters never stopped working, dividing her time among movies, plays and television.
I'm going to be down there in a few minutes to talk to Ms. Winters.
"We have boys and girls who are waiting for volunteers," Ms. Winter said.
Ms. Winter called the new measures a "huge and historic" step.
