Mr. Flood had asked for his lucky coin, but village officials said all of the coins would be donated to the local historical society.
Mr. Flood had never faced a challenger before, let alone the prospect of defeat.
Mr. Flood said no decision was likely on the port until the fall, when a new budget is adopted.
"We haven't made a final decision; the review and analysis continues," Mr. Flood added.
Mr. Flood, who still sits in the mayor's chair at board meetings, did not return a voice-mail message.
Mr. Flood observed, "You'd better be thinking about who will walk in the door."
Mr. Flood and his allies say they subscribe to this point of view.
Mr. Flood, along with other village officials, had been working on the affordable-housing plan for the last four years.
Mastercard is also developing a teaching program, Mr. Flood said.
The return receipt is also "a good way to track them down," said Mr. Flood.
