Though Mayor Campbell had originally portrayed himself as critical of the bid, he eventually joined the "yes" side and began actively campaigning for it.

Mayor Campbell said she was confident that voters would endorse mayoral control.

"This is the first turmoil we've had like this," Mayor Campbell said.

Mayor Campbell said the incident added to what was already a disturbing image of the Police Department.

That year, Mayor Campbell raised fines and fees.

Because the police force represents almost 30 percent of Cleveland's budget, Mayor Campbell said, big cuts finally had to be made in law enforcement.

Since 1995, Cleveland has received $34 million for new police officers, Mayor Campbell said.

Mayor Campbell said that none of those arrested were of college age.

Mayor Campbell said that he did not think that the looting incident would have been prevented if the city had allowed more organized events.

Only one victim was seriously wounded, Mayor Campbell said.
