The Governor also created a three-member executive committee that is to file its own report later this month about the taping system.

"Governors can create a positive environment," he said in an interview.

"But the fact is, many of these things fill the holes the Governor creates."

He said he believed that the Governor had created a racial dispute by focusing his attacks on the state's only black district attorney.

After the Governor has created the Cabinet he may not unilaterally change its composition.

The Governor created some of the nation's most punitive drug laws, which locked people up for 15 years for possessing certain drugs.

"I think the Governor has created a very big problem for himself politically."

However, the Governor later created a new state position at greater taxpayer expense for his discredited commissioner.

"The Governor is creating a system of unequal justice if he takes these services away."

In addition, administration officials said, the Governor will create a new position to coordinate housing and other programs for the homeless.
