It was created by Decree no. 29 in 1973.

In 1999, Legislative Decree no. 419 defined the Society as a public body.

It acquired its legal status by the Decree No. 3371 of July 12, 1982.

Both centers have become autonomous with the Decree No. 99-445 of 31 May 1999.

In 1989 the government issued Special Decree No. 11, a revision of the 1983 proclamation.

Legislative Decree no. 61, issued in May 2007 to solve the refuse crisis, did not achieve its aim.

The final decision is taken by Decree No. 70-347 of 13 April 1970, with application from 1 January 1971.

In January 1993, supporting legislation was approved as legislative Decree No. 15 of 1993.

Most fateful for the Ironsi government was the decision to issue Decree No. 34 which sought to unify the nation.

In response to the accord, the federal government promulgated Decree No. 8, which was mainly an embodiment of the accord.
