It was created by Decree no. 29 in 1973.
In 1999, Legislative Decree no. 419 defined the Society as a public body.
It acquired its legal status by the Decree No. 3371 of July 12, 1982.
Both centers have become autonomous with the Decree No. 99-445 of 31 May 1999.

Most fateful for the Ironsi government was the decision to issue Decree No. 34 which sought to unify the nation.
In response to the accord, the federal government promulgated Decree No. 8, which was mainly an embodiment of the accord.
