The Maxwell School of Citizenship and Public Affairs combines social sciences with public administration and international relations.
Joe is a graduate of the Maxwell School of Citizenship and Public Affairs at Syracuse University.

He also joined the Maxwell School of Citizenship and Public Affairs as a public administration faculty after retiring from the Senate.
His PhD was conferred by the Maxwell School of Citizenship and Public Affairs in 1996.
