He replaced the money a few days later, but the charges say his actions put the fund at risk.

The $4 million represents back rent and late charges, the city says.

The charges did not say how much money Cooper made from the trading.

"No charge," he said with a smile, and followed after her.

In some cases, including that of a 17-year-old youth, the torture eventually led to death, the charges said.

"My holding charge was murder and criminal damage," he says.

He denied the charges and his lawyer said they would file an appeal.

"Life's too short for me to be filing charges of assault against police officers," I said.

But the commission's charges did not say who had benefited from the practices or what the motivation might have been.

The charges said the municipalities paid for materials that were never delivered.
