This is a difficult thing to accomplish, and Apple probably does not see it as something that's in their best interest right now.

Apple has been doing really well with their laptop lines and has seen some real increases as a result.

Clearly Apple has seen the future in the cloud-everybody drink!

So Apple very likely sees moving production to a non-competitor as a strategic business move.

Apple, needless to say, doesn't quite see it this way.
