The 47-page Amnesty report, distributed to the foreign press here, said arbitrary arrest, unfair trials, torture and use of the death penalty were widespread.

The Amnesty report was not intended to be an exhaustive list of such cases, a spokesman for the London-based human rights organization said.

He said the Amnesty report had even given him ideas for the show.

The Amnesty report described two sets of prison conditions.

"In short, young women with no power in society, whose deaths have no political cost for local authorities," the Amnesty report said, describing the victims.

Sometimes, the Amnesty report said, the police try to plant incriminating evidence near a child they have killed to make him appear guilty.

Whether torture is actually spreading here, as the Amnesty report suggests, or is more frequently exposed is not clear.
