We always say that the Commission must make a proposal to us, the Commission has the right to make proposals.

We also agreed to strengthen the parliaments under the subsidiarity control mechanism; although in doing so we have respected the European Commission's right to make proposals.

Parliament will also have the right to make proposals for future revisions of the Treaty, and its right to ratify, to approve international agreements has been extended.
