Article 7 proclaims the rights of the monarch.

The 1689 Bill of Rights restricted the right of the monarch to have a standing army and to interfere with the personal right to bear arms.

This is important for colonial rights as it ties into the issue of colonial legislative rights, in comparison to the rights of the monarch over the colonies.

These reforms (and their accompanying police practices) had as their goal the abolition of the absolute right of the monarch to rule as he sees fit in all legal matters.

Beheading King Louis XVI, he says, was unjust, but it symbolized the mythic sacrifice transferring sovereignty from the divine right of the monarch to the human rights of the people.

After that incident, the House of Commons has maintained its right to question the right of the monarch's representative to enter their chamber, though they cannot bar him from entering with lawful authority.

The royal veto was applied several times during the 16th and 17th centuries and it is still the right of the monarch of the United Kingdom to veto legislation today, although it has not been exercised since 1707 (today such exercise would presumably precipitate a constitutional crisis).
