To qualify for preferential treatment the goods must originate in the EU or Turkey in accordance with normal preferential rules of origin.

As regards the reform of preferential rules of origin, the Commission is going to carry out an impact study in the most sensitive sectors, including the textile and clothing sector.

You must only use them when you can prove the goods are originating (i.e. that they meet the preferential rules of origin) and you hold the required evidence to that effect.
