He studied the climate of Rome and invented a "Meteorograph" for the convenient recording of several categories of weather data.

In 1905 he was appointed by the Meteorological Office director of experiments in connexion with the investigation of the upper air, and in 1907 designed a meteorograph for use with balloons.

The research plane has places for three passengers in addition to the pilot, and was fitted with various scientific instruments for special weather studies, including a meteorograph used for registering temperature, barometric pressure and relative humidity.

There was initially hesitation on the part of the Jesuits due to the primitive instruments available but later agreed when the needed instrument, the Secchi Universal Meteorograph, was promised to be purchased from the Vatican.
