The first practical roadside breath-testing device intended for use by the police was the drunkometer.

The drunkometer collected a motorist's breath sample directly into a balloon inside the machine.

Harger would patent the "Drunkometer in 1938 for use by police.

The drunkometer was developed by Professor Rolla N. Harger in 1938.

He collaborated with Dr. R. N. Harger of the Indiana School of Medicine to develop the Drunkometer, one of the first instruments that accurately measured blood alcohol.

In the 1950's he was the first New York City magistrate to allow the use of skid marks to determine the speed of a car, to sentence first offenders convicted of drunk driving to jail time and to allow the use of Drunkometer test results as evidence of intoxication.
