During the war, the three governments in exile signed a customs convention between their countries.

In 1944, the three countries signed the London Customs Convention, the treaty that established the Benelux Customs Union.

It had passed, since the war, two measures of importance - one (1902) restricting alien immigration, the other (1903) ratifying the first customs convention between all the South African colonies.
