We must indeed place a very special emphasis on education and continuing vocational training, or the lifelong learning process.

Training can be supported under funding of continuing vocational training.

These programmes are concerned with new course development and improving access to continuing vocational training (see article below and on opposite page).

They have virtually no chance of promotion via continuing vocational training, and they have few leisure opportunities.

I therefore hope that she will also accept our most recent amendments, in which we underline the importance of Leonardo for further and continuing vocational training.

Staying with EC programmes, a call for applications has also been published under FORCE - an action programme supporting the development of continuing vocational training in the community.

Because I feel that anything that is not measured cannot be managed, conditions must be created whereby comparable data that will give a true picture of the situation as regards continuing vocational training can be regularly and systematically collected.

A legal basis at European level for compiling comparable data which give a true picture of continuing vocational training must be seen as an essential element both from the point of view of coordination and of what is referred to as effectiveness.

Without detracting from the merits of the proposed training scheme, I would like to take this opportunity to draw the attention of the Commission and of Parliament to the importance of continuing vocational training for third-country and European seamen.

Therefore, in drawing up our strategies, we should be focusing on promoting continuing vocational training in small- and medium-sized enterprises and creating new opportunities for writing off emerging costs and ensuring that higher net wages will ultimately become possible for our employees.
